Continued to the February 6, 2007 approval of plans and specifications, review bids and award contract to Gateway Pacific Contractors, Inc., in the amount of $231,312.00; for Turnout No. 6 Improvements and award contract to JBM Construction, Inc., in the amount of $1,785,700.00 for the Vineyard Avenue Booster Pump Station and approve contingencies for both projects to cover construction management, soils/materials testing, landscaping and construction contingencies for these facilities. 26. Review of the Draft Housing Needs Allocation Methodology for 2007-2014. Assistant City Manager Bocian gave a brief report and asked that the Council authorize Mayor Hosterman to forward a letter to the Association of Bay Area Governments reflecting the City's comments on the ABAG Draft Regional Housing Needs Allocation Methodology. He noted three issues of concern that were addressed in the letter: • The RHNA should discourage housing in areas adjacent to gridlocked freeway systems as the new units will most likely further impact traffic conditions. • Consideration should be given to areas with unusually high housing costs which should not have the same affordable housing burden as those with lower housing costs. • ABAG should consider a new definition of jobs/housing balance that identifies the goal of securing housing near employment centers rather than a definition that views the matter as jobs/housing within a particular jurisdiction.
