DISCUSSION <br />When reviewing the work plan, it should be noted that many can be described generally <br />as "special projects", meaning that they have a definite start and completion date and <br />are not part of the City's regular ongoing service efforts. As an example, while the City <br />devotes a substantial amount of its resources to providing planning services, carrying <br />out the update to the General Plan is a unique project conducted in addition to "normal" <br />planning service activities. As a result, the update to the General Plan is included in the <br />work plan while providing ongoing planning services is not. Nevertheless, the City <br />Manager regularly takes steps necessary to assure that ongoing services are consistent <br />with service standards expected from the community. <br />To assure staff continues to provide a high level of customer service for all of its ongoing <br />service-oriented programs, the issue of balancing staff resources from "special" projects <br />to ongoing services will require City staff to review current workloads and make changes <br />where appropriate. These changes may involve efficiency improvements, reorganization <br />of workload and in unique particular instances, such as significant planning or <br />engineering projects, utilization of various types of consultants/contract services to <br />assure established timelines are met.
