Ordinance No. 1946 <br />Page 5 of 12 <br />14. The project developer shall prepare and record a metes and bounds description <br />delineating the building envelope areas, including the entire event center and winery <br />area covered by this application and the envelope area for the existing residence and <br />three existing accessory buildings shown on the site plan. The metes and bounds <br />description shall be prepared to the satisfaction of the City Engineer, shall be reviewed <br />by representatives of the Tri-Valley Conservancy before its recordation, and shall then <br />be recorded before occupancy of the buildings covered by this approval. In order to <br />clearly demarcate these areas in the field, the project developer shall place brass <br />property corners/hubs in conformance to the metes and bounds description before <br />occupancy of the buildings covered by this approval. <br />15. The applicant shall submit sign details to the Planning Director for review and <br />approval before installation. <br />16. All HVAC condensing units and related equipment shall be located at the intersection <br />of the existing storage structures on the northerly side of the wine production building as <br />denoted by an asterisk (') on Exhibit A or as approved by the Planning Director. If noise <br />levels from the operations are not successfully mitigated, an enclosure shall be <br />constructed to house the units. All roof-mounted HVAC units shall be adequately <br />screened from view by utilizing adequate parapet heights or other screening methods as <br />reviewed and approved by the Planning Director. <br />17. Back-up generators shall not be allowed except in emergencies where products may <br />be at risk of spoiling. <br />18. The placement of any portable restroom facilities for harvesting shall be located in a <br />visually screened area and shall be reviewed and approved by the Planning Director. <br />After the initial determination by the Planning Director, all future placements shall <br />correspond to the prescribed location, unless otherwise approved. <br />Green Building: <br />19. The green building checklist shall be shown on one of the first two pages of the plans <br />submitted for the issuance of a building permit. The sheet number(s) where each <br />checklist item is addressed in the plan set shall be noted on the checklist. All proposed <br />green building measures shall be shown throughout the plan set, as appropriate, as <br />determined by the Planning Director and the Chief Building Official. <br />20. The Building and Safety Division may require special inspections for the green <br />building measures proposed. If required, the applicant shall provide verification to the <br />Planning Department clearly stating that the Building and Safety Division has inspected <br />and approved all applicable special inspections relating to green building measures. <br />Said verification shall be provided prior to occupancy of the building. <br />Building and Site Design Requirements: <br />21. The driveway and parking area shall be surfaced with a decomposed granite <br />material. Surfacing shall be completed before occupancy of the event center and winery <br />building and shall be maintained by the property owner/operator. <br />22. The project developer shall post address numerals on the building so as to be plainly <br />visible from all adjoining streets or driveways during both daylight and night time hours. <br />
