THE CITY OF ~/ OL <br />p Sf~NTONo CITY COUNCIL AGENDA REPORT <br />1 <br />February 6, 2007 <br />Public Works Department <br />TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br />CONTRACT FOR (1) THE VINEYARD AVENUE BOOSTER PUMP <br />STATION (CIP NO. 011023 P.S.) TO JMB CONSTRUCTION, INC. IN THE <br />AMOUNT OF $1,785,700 AND (2) TURNOUT NO. 6 (CIP NO. 011023 T.O.) <br />TO GATEWAY PACIFIC CONTRACTORS, INC. IN THE AMOUNT OF <br />$231,312 AND APPROVAL OF CONTINGENCIES FOR THESE FACILITIES <br />SUMMARY <br />The Vineyard Avenue Corridor Specific Plan (VCSP) anticipates a number of water and <br />sewer infrastructure improvements including a new water tank, a Vineyard Avenue <br />booster pump and improvements to the Zone 7 Turnout No. 6. Previously, the City <br />Council awarded a construction contract for the new water tank. This reports <br />recommends the Council award a contract and authorize expenditures and financing for <br />improvements to the Zone 7 Turnout No. 6 and the Vineyard Avenue booster pump. <br />These projects represent the final major sewer and water infrastructure improvements <br />anticipated in the VCSP. <br />RECOMMENDATION <br />Staff recommends that the City Council take the following action at the meeting of <br />February 6, 2007: <br />1. Approve the plans and specifications for this project. <br />2. Award and authorize the City Manager to execute the contract for Turnout No. 6 <br />Improvements to Gateway Pacific Contractors Inc., in the amount of $231,312. <br />3. Overrule the bid protest received on the Vineyard Avenue Booster Pump Station <br />and award the contract to the lowest responsible bidder, JMB Construction, Inc., in <br />the amount of $1,785,700. <br />4. Authorize the Director of Public Works to approve and execute direct purchase <br />contracts for the electrical motor control center, switchgear, telemetry, control & <br />water quality testing instruments for a total of $220,000 and landscaping for <br />$60,000 for the Vineyard Avenue Booster Pump Station. <br />5. Authorize the Director of Public Works to approve and execute contract change <br />orders for contingencies on the contracts noted above for snot-to-exceed amount <br />of $345,000 (15%). <br />
