This partially buried, pre-stressed concrete reservoir project is the type of project that <br />staff believes requires and would benefit from specialty construction management expertise. <br />Earlier this year, the City solicited proposals from six different construction management <br />firms to provide the construction management for the Santos Ranch Road Pump Stations and <br />Water Facilities Upgrade Project. Two firms responded that they would be unable to provide <br />the necessary services for the project due to their current workload, and two of [he other firms <br />indicated that they did not believe they could be competitive in providing a proposal if the firm <br />that designed the pump stations was also included on the construction management selection <br />list. Of the two firms that did submit proposals, the City chose Tetra Tech, Inc. (the designer <br />of the pump stations) to provide these services to the City based upon their construction <br />management expertise and ultimate negotiated bid. Tetra Tech's construction management <br />team of professionals has been on this pump station reconstruction project for approximately <br />four months and to-date, has provided excellent construction management services for the City <br />on this project. <br />Based upon this recent construction management experience and the current high level of <br />bidding and construction work in the Bay Area, City staff requested Tetra Tech to submit a <br />proposal to provide construction management and specialty inspection services for the <br />construction phase of the water reservoir project as an amendment to their construction <br />management contract. <br />Staff has reviewed the rate schedule and professional employee hours that have been proposed <br />by Tetra Tech Inc. and found [he fum's rates to be competitive with other construction <br />management firms doing similar work for the City. Based on a number of factors, including <br />Tetra Tech's qualifications, the fact that they are currently providing excellent construction <br />management services for the City, that the same construction management "team" would be <br />SR 06:152 <br />Page 6 of 13 <br />
