THE CITY OF <br />~ '1 ~- <br />pL~~S~4NTONo <br />A <br />City Council <br />Staff Report <br />August 15, 2006 <br />Public Works Department <br />SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS, REVIEW OF <br />BH)S AND AWARD OF CONSTRUCTION CONTRACT FOR THE <br />VINEYARD HILLS RESERVOIR AND ACCESS ROAD, <br />AMENDMENT TO THE CONTRACT WITIi TETRA TECH, INC. <br />TO PERFORM CONSTRUCTION MANAGEMENT SERVICES <br />FOR THE PROJECT, AMENDMENT TO PURCHASE AND SALE <br />AGREEMENT WITH THREEHAND LP, AND DHtECTION TO <br />STAFF TO DEVELOP A FINANCWG PLAN FOR THE <br />REMAINING PORTIONS OF THE VINEYARD AVENUE <br />CORRIDOR SPECIFIC PLAN AREA INFRASTRUCTURE <br />STAFF RECOMMENDATION: <br />Staff recommends that the City Council take the following action at the <br />meeting of August 15, 2006: <br />1. Approve the plans and specifications for the Vineyard Hills reservoir <br />and rough-graded access road project. <br />2. Review the bids received and award the construction contract for the <br />subject project to Gateway Pacific Contractors Inc. of Sacramento, <br />California for a low bid amount of $3,942,206. <br />3. Approve an amendment to an existing construction management <br />contract with Tetra Tech Engineers to provide $85,600 of construction <br />management services, $307,500 in specialty inspection services and <br />$111,900 in geotechncial services (soils engineering and testing) <br />(totaling $505,000) to construct the reservoir and authorize the City <br />Manager to execute the contract amendment. <br />4. Authorize the appropriation of $1,100,000 from the current fund <br />balance in the Vineyard Avenue Corridor Specific Plan (VCSP) fee <br />account into the VCSP Water Facilities Project (CIP No. 011023) to <br />SR 06:152 <br />Page 1 of 13 <br />
