Financing Progratrr #I. No final map shall be approved, and no building permit for a <br />new unit shall be issued, until all common infrastructure improvements listed in Table 1 <br />for that sub-area plus all common infrastructure improvements for sub-areas listed <br />numerically earlier: <br />(a) have been completed by either the City or earlier developers; <br />(b) have been bonded for by one or more developers in conjunction with final <br />map improvement plans; or <br />(c) are tinder construction by the City. <br />Example / A. Developer ojLot 4 wishes to proceed . No common improremertts <br />have been undertaken. Developer of Lot ~! bonds for all improvements listed in <br />Part 1 ojTable 1 and construction proceeds. Developer of Lot •1 mm~ or nrgr not <br />6e entitled to reimbursement, as described in Financing Program #I20. <br />Example 1 B. Owner of Lot 19 wishes to build one house on this existing, <br />undeveloped lot. Owner will nol be able to secure a building permit erntil all <br />infrastructure listed in Parts 1, 1, 3, and 4 are assured of corrstructian. <br />Example 1 C. Developer of Lot 18 wishes m proceed Part 1 infrastructure has <br />been completed by developer of Lot •{. Parr 2 serer infi•asrrucnrre is honded,jor <br />by the developer ojLot 13. City has let the contract for the Part 2 +rnter <br />infrastructure. Developer of Lot 18 must bond for al/Part 3 infrartrucnn•e with <br />the final map, as a!! Par! 1 and 2 in~iastructure has been completed, has been <br />bonded for, or is under construction by the City. <br />One of the objectives of the financing and phasing chapter of the Specific Plan is "to <br />establish a coordinated and efficient program of phasing infrastructure improvements <br />which allows private development, an elementary school, and a community park to <br />develop in as timely a manner as possible." Two exceptions to Financing Program # 1 <br />which further this objective aze described below. <br />[n general, the infrastructure improvements serving the Plan Area are extended from the <br />west, with full service achieved when the infrastructure reaches any Lot. In sub-areas <br />listed as Parts 1, 2, and 3, it is possible for full service to be provided to a westerly end lot <br />without extending infrastructure completely through to the easterly end of that sub-area. <br />The City may allow partial extension of infrastructure through Parts 1, 2, and 3 if full <br />service is provided to the development and if the project's Specific Plan fees would not <br />be sufficient to extend the improvements completely through the sub-area. This would <br />enable timely development while keeping cosu feasible by avoiding unnecessary, <br />reimbursement-eligible infrastructure extensions. <br />2 <br />
