ATTACHMENT B <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 00-021 <br />RESOLUTION APPROVING THE DETAILED FINANCING <br />AND PHASING PROGRAM FOB THE VINEYARD AVENUE <br />CORRIDOR SHARED INFRASTRUCTURE <br />IMPROVEMENTS <br />WHEREAS, on June 1, 1999, the City Council approved the Vineyazd Avenue Corridor <br />Specific Plan ("Specific Plan"); and <br />WHEREAS, the Specific Plan provided concept level guidelines for the design and fitumcing of <br />the shared water, sanitary sewer, roadway, storm-water detention, and utility <br />undergrounding infrastructure systems; and <br />WHEREAS, a detailed program for the design and financing of such infrastructure systems <br />("Program") has been prepared based on a "pay-as-you-go" scenario which would <br />require developers to pay their fair share of infrastructure costs; and <br />WHEREAS, the City Council has held noticed public hearings at its regular meetings of <br />November 9, 1999 and March 7, 2000, to hear public input and consider staff <br />recommendations regarding the Program; and <br />WHEREAS, the City Council has considered all public testimony and is familiar with the <br />Program, reports, and recommendations. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br />Section 1: Finds that the "Detailed Financing and Phasing Program for the Vineyard Avenue <br />Corridor Specific Plan Shared Infiastructttre Improvements," as set forth in the <br />attached Exhibit A, incorporated herein by this reference, reasonably requires <br />developers to pay their fair share of infrastructure costs related to the development <br />of their property; with provisions for reimbursement if developers pay more than <br />their share to proceed with their development in advance of other developers. <br />Section 2: Approves the "Detailed Financing and Phasing Program for the Vineyard Avenue <br />Corridor Specific Plan Shared Infrastructure Improvements." <br />
