An advantage of using rubberized asphalt for a <br />newly constructed structural section of roadway is the expected increase in longevity of <br />the roadway section compared to conventional asphalts. While actual design lives have <br />not been determined for rubberized asphalts, the life cycle is conservatively estimated <br />to add 3-5 years to the life of the pavement. However, this project is not a replacement <br />of a new pavement section, but a 2" overlay over an existing 4" conventional asphalt <br />section, and therefore the expected additional life added is unknown. In comparing the <br />costs for the two sound attenuating pavements, the contractor's cost for the 2" <br />rubberized asphalt is $115.00 per ton of asphalt verses $87.00 per ton for the open <br />graded mix asphalt concrete. Based on the anticipated quantities, the increase in cost <br />to install rubberized asphalt instead of open graded asphalt is $120,000. As a means to <br />offset some of the increased cost over conventional asphalt, the City applied for and <br />was successful in obtaining a grant from the Integrated Waste Management Board in <br />the amount of $6,750. This would reduce the increased costs for rubberized asphalt <br />from $120,000 to $113,350. However, due to the increased costs, the limited benefits <br />for extending the pavement life cycle, and essentially the same noise reduction <br />properties as open graded mix asphalt, the rubberized asphalt alternative is not <br />recommended. Therefore, staff recommends the use of open graded mix asphalt as the <br />pavement of choice for sound attenuating pavement. <br />Bid Opening <br />Sealed bids for this project were opened on December 12, 2006. There were a total of <br />three bids received, which ranged from $1,681,788.98 to $1,985,093.50. The <br />engineer's estimate for the project was $1,600,000.00. The low bid of $1,681,788.98 <br />was received from O'Grady Paving Incorporated. All bid documents were found to be in <br />order.
