Exhibit A -Scope of Work all technical analyses of the rate alternatives will be conducted in Phase Two. At the conclusion of this formal working meeting, HDR should have sufficient policy direction to be able to move to Phase Two; the technical evaluation of the City's local sewer rate structures. Expected Ciry Staff Support for Task 1.7: For this task, the City will be expected to: ^ Attend ahalf--day project meeting to review and discuss alternative rate structures and provide policy direction to allow the project to move forward to Phase Two. Deliverables as a Result of Task 1.7 -Working Session With Finance and Public Works Staff. From the work accomplished above, the deliverables for this task will be as follows: ^ Review and discussion of relevant regulations and government codes on rate design alternatives ^ A comparison of current and cost-based (cost of service) average unit costs rate designs ^ Discussion and review of alternative local sewer rate stmctures Task 1.8-Prepared Phase One Written Report Task Objective.• Provide a written report to summarize the findings, conclusions, and recommendations of the Phase One portion of the study. Upon completion of the Phase One analysis, and after completion of Task 1.7, HDR will develop a draft written report of the Phase One findings, conclusions and recommendations. The written report of Phase One is intended to be comprehensive in nature and document all of the activities undertaken as apart of the project to date, along with our findings, conclusions and recommendations. Within all of our reports, HDR provides technical appendices of all the technical analyses undertaken. HDR will provide an electronic copy of the draft Phase One report for the City's review and comment. Any comments, suggestions or corrections from the City concerning the report will be incorporated into the final Phase One report. Ten (10) copies of the Phase One report will be provided to the City. It is the intent of HDR that the Phase One report will be combined with the Phase Two report, to produce the final report for the City. Expected Ciry Staff Support for Task 1.8: For this task, the City will be expected to: ^ Review and comment on the draft Phase One written report Deliverables as a Result of Task 1.8 -Prepare Phase One Report. From the work accomplished above, the deliverables for this task will be as follows: ^ A draft and final Phase One written report This concludes the discussion of the tasks to be undertaken in Phase One. As noted above, at the conclusion of Phase One, HDR and the City should have sufficient policy direction to move to Phase Two and provide the technical evaluation of the City's local sewer rate designs. Phase Two -Technical Evaluation The objective of Phase Two is to take the technical analyses developed in Phase One, along with the policy direction provided at the end of Phase One by the formal working session with the City and begin the technical evaluation process of designing final rates for possible adoption by the City.
