BACKGROUND <br />City policy requires commissioner appointments to be made in April and September of <br />each year. In 2006, due to lack of applications received for some of the commissioner <br />openings, the application period for the September appointments was extended to <br />December 8, 2006. After the close of the application period, the Mayor conducted <br />applicant interviews and the Council approved a list of appointees at its January 16, <br />2007 meeting. Among the appointments was Rick Dobbs to the Planning Commission. <br />Mr. Dobbs received his loyalty oath and subsequently resigned before attending his first <br />scheduled meeting of January 24~h <br />DISCUSSION <br />In 1995 the Ciry Council approved a number of changes to the commissioner <br />appointment process including limiting terms to eight years, establishing alternates for <br />all commissions and restricting appointments to twice annually. This policy also requires <br />the City to advertise the notice of vacancies for a period of thirty days. Prior to this time, <br />commission appointments were made consistent with vacancies. This practice resulted <br />in frequent appointments, additional advertising costs and some level of disruption <br />resulting from attempting to assimilate new commissioners throughout the year. Since <br />the change, the commission appointment process has been quite effective. <br />Notwithstanding the current policy, the recent commissioner resignation has occurred <br />within a time frame that makes it practical to utilize the existing list of applicants to make <br />a new appointment in an expeditious manner. As a result, staff recommends the <br />Council authorize the Mayor to make a new appointment, from the existing list of <br />applicants, for a Planning Commissioner for Ciry Council approval at its February 20 <br />meeting. <br />Submitt d by: <br />Nelson Fia ho <br />City Manager <br />Page 2 of 2 <br />
