BACKGROUND
In accordance with the requirements of Ordinance 1507, staff reviewed
attendance reports from the various City commissions for the period of July 1
through December 31, 2006. The City Manager notified certain commissioners
that their absences during this period equaled or exceeded the one-third
limitation established in the ordinance. The commissioners were contacted and
their responses are attached for Council (under separate cover) for its review.
Section 2 of the ordinance requires the City Council to determine if a member's
reasons for their absences were justified. If the Council determines that the
absences were justified, there is no further action required. If the Council
determines that the reasons for the member's failure to attend the meetings in
question were not justified, the City Council shall terminate the term of office of
the member and declare the office vacant.
If the Council declares any office vacant, City staff will notify that commissioner
that his/her term has been officially terminated. The vacancy will be filled in
accordance with the City's regular appointment schedule.
The information supplied by the commissioners meets the requirements of the
ordinance and staff recommends that the Council accept the information as
provided. The City has historically appointed interested and committed
commissioners. The attendance requirements are to ensure that the commission
meetings are regularly attended so that the City's business can be conducted. It
is only in the extreme or unique case when the Council would be ask ed to
terminate a commissioner's appointment due to lack of attendance.
City Manager
Attachment
Commission Attendance Report
