Attachment 10 Diagrams and descriptions of additional mitigations 18 intersections operate below level of service (LOS) D at buildout. The buildout conditions used to determine this level of service include the preferred land use and the "working draft" circulation network. There are 18 intersections that do not meet the level of service standard and are listed in the tables below. Staff has explored possible additional mitigations to these intersections that would return these intersections to an acceptable level of service. Nine of the eighteen intersections that would operate at an unacceptable level of service have been exempted from the LOS D standard through the Downtown Specific Plan. This, however, does not mean that modifications to the downtown intersections are un- necessary. Many of the downtown intersections, while exempted from the LOS standard, have mitigations listed in the working draft circulation network that add significant operational benefits. It is recommended to maintain these improvements in the working draft.
