<br />Attachment 10 <br />Diagrams and descriptions of additional mitigations <br /> <br />18 intersections operate below level of service (LOS) D at buildout. The buildout <br />conditions used to determine this level of service include the preferred land use and the <br />"working draft" circulation network. <br /> <br />There are 18 intersections that do not meet the level of service standard and are listed in <br />the tables below. Staff has explored possible additional mitigations to these intersections <br />that would return these intersections to an acceptable level of service. <br /> <br />Nine of the eighteen intersections that would operate at an unacceptable level of service <br />have been exempted from the LOS D standard through the Downtown Specific Plan. <br />This, however, does not mean that modifications to the downtown intersections are un- <br />necessary. Many of the downtown intersections, while exempted from the LOS standard, <br />have mitigations listed in the working draft circulation network that add significant <br />operational benefits.
