<br />Pleasanton is situated in a unique regional travel shed that is constrained by <br />gateways. These regional gateways include 1-580 west of Foothill and east of the <br />Altamont Pass, 1-680 north of San Ramon and south of SR 84, as well as other <br />gateways north of Dublin and Livermore. <br /> <br />The roadway network and zone connectors represent how traffic from each zone <br />enters the roadway network and travel in and through the study area. The City's <br />model is GIS based, which provides all roadway travel distance information. The <br />number of travel lanes, capacity and average free flow travel speeds of each <br />roadway segment are inputs into the model. The model then estimates congested <br />speeds based on speed-flow relationships by facility type. <br /> <br />Within the City of Pleasanton, the travel model divides the City into separate traffic <br />analysis zones (TAZs). A graphic showing the boundaries and TAZ numbers is in <br />the Appendix. The number of homes and apartments and the types and sizes of <br />businesses within each zone is input into the model. External to the City of <br />Pleasanton, the model uses daily person trip generation and peak hour vehicle trip <br />generation based on other regional travel models. For example, in the City of <br />Livermore zones the model incorporates zonal specific trips directly from the City of <br />Livermore model. Dublin and San Ramon trips are estimated by the CCTA <br />Triangle model. <br /> <br />land Use Inputs <br />The City of Pleasanton's Planning Department provided data on existing residential <br />and non-residential land uses in the City of Pleasanton, approved development <br />projects, and potential future development projects consistent with Buildout of the <br />current General Plan. <br /> <br />The traffic model requires its residential land use input in terms of number of single <br />family households and multi-family households. Non-residential land uses must be <br />specified in terms of square feet of floor space or some other convenient measure <br />from which can be estimated trip generation. <br /> <br />Four development scenarios were developed for Pleasanton: <br /> <br />.
