<br />Page 2 <br />Mr. Cortese <br />January 17,2007 <br /> <br />Finally, throughout the Housing Methodology Committee process, I supported an income allocation <br />methodology that considered the difficulty of developing affordable housing in high housing cost areas. <br />Notwithstanding this position, I agreed with the Draft Methodology that allocated housing based on <br />average regional household incomes. However, the City Council cannot support the amended Housing <br />Methodology Committee's recommendation of January 4, 2007 that allocates units based on 175% of <br />regional household incomes. While Council recognizes and supports Housing Element Law requiring <br />disbursement of affordable housing throughout the region, the financial inequality inherent in the new <br />recommendation would place an unrealistic and unequal financial burden on the City of Pleasanton <br />relative to supporting affordable housing units. As a result, the City Council recommends the Executive <br />Board adopt the Draft Methodology for income allocation. <br /> <br />Pleasanton is concerned that based on a number of issues including our voter approved housing cap, the <br />lack of available developable land, housing market forces and the high cost of developing affordable <br />housing, it may be unable to meet the upcoming RHNA targets.
