<br /> <br />ATTACHMENT C <br /> <br />"I'" <br />- .. <br />pLfASANTONc <br /> <br />MEMORANDUM <br /> <br />Date: <br /> <br />December 14, 2006 <br /> <br />To: <br /> <br />Mayor and Members of the City Council <br /> <br />From: <br /> <br />Nelson Fialho, City Manager <br /> <br />Subject: <br /> <br />Fee Study <br /> <br />Introduction <br /> <br />As part of the Streamlining of Development Services and at the request of Councilmember Thorne, the <br />City evaluated the current operating fees charged by the departments within Development Services as <br />compared to the Tri- Valley cities and the other cities along the 680 Corridor from Fremont to Walnul <br />Creek. <br /> <br />It is important to distinguish between the different types of fees that the City collects on a building <br />permit. For example, for a new single family home, the City collects the following categories offees and <br />the associated type of cost that the fee recovers is shown in parentheses: <br /> <br />. Regional Impact fees (Regional Capital Improvements) <br />. Local Impact fees (City Capital Improvements) <br />. PUSD Impact Fees (School Capital Improvements) <br />. Regional Utility Connection fees (Regional Capital Improvements) <br />. Local Utility Connection fees (City Capital Improvements) <br />. Planning User Fees (City General Fund) <br />. Engineering Private Development User Fees (City General Fund) <br />. Engineering Inspection User Fees (City General Fund) <br />. Fire Inspection User Fees (City General Fund) <br />. Building & Safety User Fees (City General Fund). <br /> <br />Also, it is important to point out that currently with the City's one-stop permit center an applicant pays <br />all of the above fees (except the PUSD Impact fees) to the City and the City forwards the fees to the <br />respective agency on behalf of the applicant. This allows the applicant to make one stop rather than <br />driving to Dublin for DSRSD, Livermore (Tri-Valley Regional Transportation Fees) and other agencies <br />throughout Pleasanton. Finally, when staff compared all the above fees collected for a single family <br />home as compared to other agencies, staff found that in comparison to other Tri-Valley cities our fees <br />were comparable. However, when compared to agencies outside of the Tri-Valley area the total fees <br />collected were substantially higher. This was due to the regional impact fees. The City's fees (both <br />impact fees and operating fees) represented a very small percentage of the overall fees collected. The <br />
