EXHIBIT 3

Dear Ms. Stephen.

Many thanks for pursuing the problem of for-sale vehicles
parked on Via De Los Milagros. My husband Mike Portnoff and
I both wholeheartedly support your proposed solution of a
4-hour parking limit on the block closest to Valley Avenue.

Sincerely,
Ursula Goldstein
5884 Corte Mente

Stephen: I'm contacting you regarding your letter of November 13 concerning
Parking on Via De Los Milagros.

First, thank you-thank you-thank you-thank you! The more the city can do to limit
the nuisance parking on this section of Via De Los Milagros, the better.
Eliminating it altogether would be the best solution.

This strip of road has become a major problem for the residents of Country Fair,
particularly those of us who live at the entrance. Our house is on the Northwest
corner of Corte Mente and Via De Los Milagros. We have two young children and
we have to restrict them from playing on our front lawn because of all of the
traffic that the parking generates.

It has become a used car lot, with people (many with 408 or 510 area codes)
leaving their cars for sale on a Friday afternoon and not picking them up until
Sunday night, or Monday if it's a holiday. Consequently, we have lookie-Ius
driving into the area all day. Not a problem except them make sharp U turns at
Corte Mente and Via De Los Milagros...generally without looking. They use the
neighborhood for test driving. Cars are frequently "worked on" streetside. We've
had vehicles of all sizes...campers, RVs, and even boats for sale on the street.
Sometimes there are so many cars lined up on the street, for sale, that potential
buyers park in our driveway and walk across our lawn to see the cars. We also
get to listen to car alarms going off at all times of the day and night. The last one
was at 3:30 am....waking up the entire household...several days in a row. When I
asked the car owner later that day if he could move his car to a different area, I
was told to "F%%@##!!! Off". While the car lot (I mean Parking Area) has
certainly brought interesting conversation, we'd prefer to do without the visual
blight, safety concerns, traffic problems and general nuisance that it entails.

So, you have the full support of our family to limit the parking on the street to the
greatest extent possible. We'll even name the street corner after you!
