CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 92-225 <br /> <br />RESOLUTION ENCOURAGING THE BAY AREA AIR <br />QUALITY MANAGEMENT DISTRICT TO ADOPT THE <br />PROPOSED REGULATION 13 - RULE i (TRIP <br />REDUCTION REQUIREMENTS FOR LARGE EMPLOYERS) <br /> <br />WHEREAS, <br /> <br />the Bay Area Air Quality Management District (BAAQMD) has <br />drafted Regulation 13 - Rule 1 (Trip Reduction <br />Requirements for large employers) as is prescribed by the <br />1991 Clean Air Plan for the Bay Area; and <br /> <br />WHEREAS, <br /> <br />in drafting the proposed rule the BAAQMD has worked with <br />a broad representation of employers and agencies, <br />addressed their concerns and, thereby, balanced the <br />BAAQMD's mission with the needs of the public and private <br />sectors; and <br /> <br />WHEREAS, <br /> <br />it is reasonable, cost-effective, and consistent with the <br />intent of the proposed rule for employers with multi- <br />jurisdictional work sites to have the option of working <br />with either the BAAQMD directly or with the various <br />jurisdictions which may receive delegation of the Rule; <br />and <br /> <br />WHEREAS, <br /> <br />funds which will be made available by the BAAQMD under <br />AB434 for implementation of the proposed rule could serve <br />as a real incentive for jurisdictions to receive <br />delegation of the rule; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTONRESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: <br /> <br /> The City of Pleasanton hereby commends the BAAQMD for <br />its thoughtful, thorough and cooperative development of <br />the proposed Regulation 13 - Rule 1. <br /> <br />Section 2: The City of Pleasanton recommends and encourages the <br /> BAAQMD to: <br /> <br />Adopt the proposed Regulation 13 - Rule 1 (Trip <br />Reduction Requirements for Large Employers); and <br /> <br />Allow multi-jurisdictional employers the option of <br />reporting to BAAQMD or to a local jurisdiction <br />which has received delegation of the Rule; and <br /> <br /> <br />
