rate review, staff will be recommending some additional increase <br />over and above what is already scheduled in January, focusing our <br />review on the rates paid by the highest water users. <br />Sewer Operating Fund <br />The Sewer M & O Fund ended the fiscal year with S18,000 more than <br />expected. Although revenues exceeded projections, much of these <br />revenues are passed on to the Dublin San Ramon Services District <br />(DSRSD) for sewage treatment costs. This is reflected by <br />expenditures also exceeding budget. Therefore, staff is <br />recommending that Council amend the 1991-92 Sewer Maintenance and <br />Operations budget accordingly (to reflect actual revenue and <br />expenditures). <br />Sewer rates are studied bi-annually in conjunction with DSRSD. The <br />next review will be done in December 1991. Staff will be <br />recommending that we also include on-going capital replacement <br />funding similar to the Water Fund. Sewer connection rates will be <br />studied in the Spring of 1992. <br />Appendix C contains a recap of Sewer M & O Fund operations for <br />1990-91. <br />Capital Improvement Funds <br />The 1990-91 Capital Improvement Program was scaled back by $2 <br />million last year because of the economy and the resultant fall in <br />development revenue. Even with these reductions, some of the funds <br />had difficulty meeting financial objectives. However, most of the <br />differences were slight. <br />The Park CIP ended the year with S45,000 more than projected, due <br />primarily to interest earnings being higher than projected. <br />The Sewer CIP ended the year with 5124,000 more than projected. <br />Although connection fees were $90,000 less than expected, interest <br />earnings were $190,000 greater than projected. <br />The Street CIP ended the year with 550,000 more than expected due <br />primarily to interest earnings exceeding projections, and net of <br />corrections to the beginning balance. <br />The Water CIP ended the year with 587,000 less than expected. <br />Therefore, staff will be reviewing the 1990-91 carryover projects <br />as well as 1991-92 projects to make a recommendation to delay some <br />items until additional revenues are received. <br />The Miscellaneous CIP ended the year with 580,000 less than <br />expected. Therefore, staff will also need to review this Fund <br />before proceeding with the preparation of the 1992-92 CIP. <br />SR 91:448 <br />8 <br />
