CITY COUNCIL OF THE CITY OF PLEA5ANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 91-145 <br />RESOLUTION URGING THE STATE LEGISLATURE AND <br />GOVERNOR WILSON TO TOTALLY REPEAL SB 2557 AND <br />ENACT LOCAL GOVERNMENT FISCAL REFORM <br />WHEREAS, SB 2557 was enacted as part of the 1990-91 State budget <br />package and resulted in the shifting of city and school <br />district revenues to counties, to compensate for State <br />funding cuts to state-mandated county programs; and <br />WHEREAS, taking revenue from one local government to fund another <br />pits local governments against one another and is <br />disruptive to adequate planning and service provision; <br />and <br />WHEREAS, this approach improperly separates the Governor and <br />Legislature from political accountability for their <br />budget decisions; and <br />WHEREAS, the continued shifting of inadequate revenues between <br />local governments will have lasting, harmful, effects on <br />our communities, our schools and our economy. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br />Section 1: The City Council of the City of Pleasanton urges <br />Governor Pete Wilson, and all members of the State <br />Legislature, to totally repeal SB 2557 and replace it <br />with meaningful fiscal reform that will allow each local <br />government to adequately finance its responsibilities to <br />its constituency. <br />Section 2: This resolution shall become effective immediately <br />upon its passage and adoption. <br />I HEREBY CERTIFY THAT THE FOREGOING WAS DULY AND <br />REGULARLY ADOPTED BY THE CITY COUNCIL OF THE CITY OF PLEASANTON, AT <br />A MEETING HELD ON SEPTEMBER 3, 1991 BY THE FOLLOWING VOTE: <br />AYES: Councilmembers - Butler, Mohr, Scribner, Tarver, and <br />Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />APPROVED AS TO FORM• <br />Michael H.
