PUD FINDINGS FOR CASE PIID-90-14 <br />1. <br />2. <br />Whether the development plan is in the best interests of the <br />public health, safety, and general welfare. <br />- The proposed project adds to the City's single family and <br />multiple family housing stock, and adds to the City's <br />stock of moderate income for sale housing and low income <br />rental housing. <br />- Potential visual, noise, and vibrational impacts from the <br />Union Pacific Railroad line and Stanley Boulevard will be <br />mitigated with a combination of soundwalls, setbacks, <br />landscaping, and building design. <br />- Adequate storm drain, sanitary sewer, and water service <br />facilities are present to serve the site. The applicant <br />will install all required on-site utilities with <br />connections to municipal systems in order to serve the <br />site. <br />- Street improvements will be constructed on Del Valle <br />Parkway and Stanley Boulevard to facilitate the free flow <br />of traffic. Separate vehicular, pedestrian, and bicycle <br />facilities will be provided on Stanley Boulevard and Del <br />Valle Parkway for maximum traffic safety. <br />Whether the development plan is consistent with the City's <br />General Plan. <br />- At 12.4 DL1/AC, the proposed project conforms to the <br />site's General Plan Land Use Element designation for High <br />Density Residential (8+ DU/AC) land uses. <br />- The proposed project conforms to the General Plan Housing <br />Element policies that encourage a diversity of housing <br />choices in the local market and in the City's housing <br />stock, siting in-fill residential development in areas <br />where public facilities are adequate to support such <br />development, and locational criteria for high density <br />housing -- to be dispersed throughout the community, and <br />be located near public transit, major thoroughfares, <br />shopping, and employment centers. <br />- The proposed project conforms to the General Plan <br />Circulation Element policies in that the abandoned <br />Southern Pacific Railroad right-of-way running through <br />the site will be preserved for possible future light rail <br />uses; interim street improvements will be constructed on <br />Del Valle Parkway and Stanley Boulevard to facilitate the <br />free flow of traffic; separate vehicular, pedestrian, and <br />bicycle facilities are provided on Stanley Boulevard and <br />Del Valle Parkway for maximum traffic safety; and the <br />project provides adequate off-street parking. <br />
