16. The specific details of the phasing for the parking lot, <br />including temporary curbing, shall be submitted for review <br />and approval by the Engineering Department. <br />17. Removal of trash from the refuse enclosure shall not occur <br />between the hours of 9:00 a.m. to 9 p.m. and all trash, <br />debris and refuse containers shall be contained within the <br />enclosure at all times except for removal. There shall be <br />no cleaning of the refuse container on site. <br />18. The sidewalk/paved area over which the refuse container will <br />be transported shall be maintained in good repair at all <br />times. If the Planning Director determines that the <br />sidewalk/paved area is damaged to the extent that it creates <br />a negative visual or safety impact, it shall be repaired or <br />replaced in accordance with the specifications of the <br />Planning Director. <br />19. All applicable City permits for the operation of the branch <br />office shall be obtained prior to occupancy. <br />20. That if, at any time in the future, the Planning Director <br />finds the presence of the branch office interferes with the <br />parking, circulation, or the operation of adjacent <br />businesses, to the detriment of the surrounding uses or to <br />the City in general, the Planning Director may refer this <br />matter to the Planning Commission which may review the <br />subject use permit and, if necessary, revoke it or attach <br />additional conditions of approval. <br />21. Development shall be subject to all "Standard Conditions of <br />Development", dated revised October 1986, attached to this <br />report and herein incorporated by reference except for <br />conditions 7, 12, 29, 34, 36, 46, and 49. <br />
