Except for minor subdivisions, a building permit shall not be <br />issued to the developer for the remaining ten percent (10~) <br />of lots in residEntial subdivisions, until the public <br />improvemc~iLS have been accepted by the City Council. This <br />condition may be waived by the City Engineer by posting <br />a cash bond letter in the amount estimated to complete <br />the public improvements, provided only minor (less than <br />$10,000) improvements need to be completed. <br />
