Staff believes that the design of this public utility building would be attractive, and appreciates
the design measures that have been incorporated to enhance its appearance, Currently there is
a chain link fence with barbed wire surrounding the site. Zone 7 has indicated to City staff
that this would be removed and a six-foot tall black chain link fence, without barbwire, would
be installed, On the exterior of the building, downward facing shielded lights are proposed.

Landscaping

The street trees along the Stoneridge Drive and Santa Rita Road frontage would remain. As
part of the project, 41 new trees would be installed, all of which would be 24-36" box in size,
The tree species would be coast redwoods, Grecian laurels, and marina madrones, Shrubs and
ground cover would also be installed. The proposed shrub species would be Carolina laurel
cherry, frades escallonia, Indian hawthorne, and sandankwa virburnum. Numerous
cotoneaster groundcover plants are proposed, which require little to no water once established,
As part of the project, two bioswales would be installed to help retain storm water on site.
Instead of paving in front of the building, turf block type landscaping would be installed.
Staff believes the landscaping proposal would enhance the site, and would help screen the
facility. Attachments to this staff report show the existing and proposed landscaping plans
along Stoneridge Drive and Santa Rita Road.

Surrounding Uses to the WDP site

The surrounding uses of the WDP site are as follows: the Arroyo Mocho and apartments are
to the north and northwest, single family residences are to the east across Santa Rita Road,
Zone 7's Mocho Well 3 and the existing and future Sutter Gate Park expansion site is south,
and single family residences are to the south and south west across Stoneridge Drive

WDP Chemical Storage Requirements

As noted above, due to State law, the WDP is exempt from Building Permit requirements.
However, it is subject to city regulation regarding hazardous material use and storage, This
project involves the storage and use of significant quantities of ammonium hydroxide and
sodium hypochlorite. These chemicals are already in use at the site and surrounding the
subject intersection. Zone 7 uses these two chemicals to disinfect (chloraminated) the water
from its four existing groundwater wells around the intersection (Mocho Well Nos. 1, 2,3 &
4). Hence, the WDP does not proposed additional amounts of these chemicals in the area;
they are just being relocated to the WDP site. There is an additional storage and use of
sodium hydroxide to clean the reverse osmosis filters that is part of the WDP site.

SR 06:290
Page 5 of?
