<br />Staff believes that the design of this public utility building would be attractive, and appreciates <br />the design measures that have been incorporated to enhance its appearance, Currently there is <br />a chain link fence with barbed wire surrounding the site. Zone 7 has indicated to City staff <br />that this would be removed and a six-foot tall black chain link fence, without barbwire, would <br />be installed, On the exterior of the building, downward facing shielded lights are proposed. <br /> <br />Landscaping <br /> <br />The street trees along the Stoneridge Drive and Santa Rita Road frontage would remain. As <br />part of the project, 41 new trees would be installed, all of which would be 24-36" box in size, <br />The tree species would be coast redwoods, Grecian laurels, and marina madrones, Shrubs and <br />ground cover would also be installed. The proposed shrub species would be Carolina laurel <br />cherry, frades escallonia, Indian hawthorne, and sandankwa virburnum. Numerous <br />cotoneaster groundcover plants are proposed, which require little to no water once established, <br />As part of the project, two bioswales would be installed to help retain storm water on site. <br />Instead of paving in front of the building, turf block type landscaping would be installed. <br />Staff believes the landscaping proposal would enhance the site, and would help screen the <br />facility. Attachments to this staff report show the existing and proposed landscaping plans <br />along Stoneridge Drive and Santa Rita Road. <br /> <br />Surrounding Uses to the WDP site <br /> <br />The surrounding uses of the WDP site are as follows: the Arroyo Mocho and apartments are <br />to the north and northwest, single family residences are to the east across Santa Rita Road, <br />Zone 7's Mocho Well 3 and the existing and future Sutter Gate Park expansion site is south, <br />and single family residences are to the south and south west across Stoneridge Drive <br /> <br />WDP Chemical Storage Requirements <br /> <br />As noted above, due to State law, the WDP is exempt from Building Permit requirements. <br />However, it is subject to city regulation regarding hazardous material use and storage, This <br />project involves the storage and use of significant quantities of ammonium hydroxide and <br />sodium hypochlorite. These chemicals are already in use at the site and surrounding the <br />subject intersection. Zone 7 uses these two chemicals to disinfect (chloraminated) the water <br />from its four existing groundwater wells around the intersection (Mocho Well Nos. 1, 2,3 & <br />4). Hence, the WDP does not proposed additional amounts of these chemicals in the area; <br />they are just being relocated to the WDP site. There is an additional storage and use of <br />sodium hydroxide to clean the reverse osmosis filters that is part of the WDP site. <br /> <br />SR 06:290 <br />Page 5 of? <br />
