PLANNING COMMISSION CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION N0. PC-90-52B RESOLUTION RECOMMENDING APPLICATION TO THE ALAMEDA COUNTY LOCAL AREA FORMATION COMMISSION TO EXPAND THE WESTERN SPHERE-OF-INFLUENCE TO INCLUDE AN ADDITIONAL 3,925 ACRES TO THE "MODIFIED EAST PALOMARES LINE", AS SHOWN IN EXHIBIT A. WHEREAS, the City of Pleasanton's General Plan calls for the aggressive expansion of the western Sphere-of- Influence, following studies on access, utilities, public services, environmental constraints, future land uses and holding capacity; and WHEREAS, City staff have prepared the West Pleasanton Sphere of Influence and Annexation Feasibility Study, dated October, 1989, which examined possible access, utilities, public services, future land uses and holding capacities; and WHEREAS, City staff have prepared a draft EIR, dated January, 1990, and a Final EIR, dated April, 1990, which examines environmental constraints and impacts relating to Sphere-of-Influence expansion and potential future land uses; and WHEREAS, at its meeting of June 13, 1990, the Planning Commission certified the EIR for expansion of the Sphere-of-Influence after considering all public testimony, relevant exhibits, and recommendations of the City staff concerning this issue; and WHEREAS, the EIR states that significant adverse impacts of expansion of the Sphere-of-Influence are limited to potential growth inducing impacts of land development planning and speculation, and that these impacts can be mitigated by zoning the area for agricultural uses; and WHEREAS, the EIR identifies numerous significant adverse impacts that could result from an expansion of the Sphere-of- Influence, if followed by annexation and development, but that these actions will require subsequent environmental review. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS:
