<br />the day while the events are normally held in the evenings. In either situation, on-site parking <br />should be sufficient. In addition, parking needs for winery workers should not impact the park- <br />ing at the proposed facility as there are separate existing parking areas by the agricultural build- <br />mgs. <br /> <br />The driveway to the facility and the parking area would have a decomposed granite surface. This <br />material would not only allow water to percolate through to meet the storm water management <br />requirements, but would also allow the driveway and the parking area to be compacted to sup- <br />port emergency vehicles. In addition, handicap spaces would be provided to meet ADA <br />requirements. Decomposed granite is used at the Palm Event Center, as well. <br /> <br />The majority of the parking area is located between the proposed facility and streets. The intent <br />is to use the building to screen the parking area from the residents, thus mitigating the noise and <br />dust generated from arriving and departing vehicles and/or from conversations carried in the <br />parking areas. There is a small number of parking spaces that would be located on the sides of <br />the building. The existing vineyards and 900 feet minimum separation between the proposed fa- <br />cility and the nearest residential properties would provide an adequate buffer to mitigate the <br />noise, lighting, and visual/privacy concerns. <br /> <br />Traffic <br /> <br />Similar to the operation of the Palm Event Center, traffic to and from the proposed facility <br />would occur primarily at off-peak hours during mid-weekdays and weekend hours. The City's <br />Traffic Engineer has reviewed the proposal and determined that a traffic report would not be <br />necessary for this proposal for the following reasons: <br /> <br />. Operation of the proposed facility during the evenings and on weekends would not con- <br />flict with PM peak traffic; <br />. Using the existing construction entrance as the access route to the proposed facility al- <br />lows for vehicle queuing; <br />. Observation of the operation at the existing Palm Event Center left turn pocket <br />indicates that the existing left turn pocket on Vineyard Avenue at Piemonte Drive should <br />be adequate and that storage beyond the existing 100-foot left turn pocket on Vineyard <br />Avenue would not be necessary. <br /> <br />Noise <br /> <br />Noise was one of the primary concerns of staff and the Ruby Hill residents. For this reason, <br />there is a general prohibition for outdoor music events/performances taking place in the court- <br />yard or any other outdoor area at the facility. Staff, however, believes that weddings and similar <br />events should be allowed to take place outdoors such as in the courtyard area so that guests may <br /> <br />SR:06: 287 <br />Page 7 <br />
