4H

-

pLEASANTONo

SUBJECT:

City Council
Staff Report

December 19,2006
Public Works Department

REVIEW AND REJECT ALL BIDS FOR S-5 SEWER PUMP
STATION, CIP NO. 012024

STAFF RECOMMENDATION:

SUMMARY:

Staff recommends that the City Council take the following action at the
meeting of December 19, 2006:

Review and reject all bids received for the subject project.

The Fiscal Year 2005-07 Capital Improvement Budget provided funding for
constructing a building and replacing the existing sewer pump station
equipment with modem pumps and radio telemetry equipment for the 33-
year old S-5 Pump Station. The project was formally bid, with three bids
received. The three bids ranged from $1,763,000 to $2,096,000, compared
to the consultant engineer's estimate of $1,000,000. With the construction
market dictating higher than anticipated construction costs, staff is
recommending rejection of all bids for the project, in order to combine the
subject project with the future S-6 Sewer Pump Station rehabilitation project
as a single construction contract. By combining these two projects, it is
anticipated that economies of scale can be realized, reducing the overall
costs of both projects.

Honorable Mayor and Members of the City Council:

BACKGROUND

Sealed bids for this project were opened on October 10, 2006. There were a total of three bids
received, ranging from $1,753,000 to $2,096,000, as compared to the consultant engineer's
estimate of $1,000,000. The remaining budget is $1,120,000 and the estimated project shortfall

<

SR 06:255
Page 1 of2
