" 48 I I pLEASANTONo '- City Council Staff Report December 19,2006 City Attorney SUBJECT FIRST AMENDMENT TO THE MOBILEHOME RENT STABILIZATION AGREEMENT STAFF RECOMMENDATION Authorize the City Manager to sign the First Amendment. SUMMARY The City's Mobilehome Rent Stabilization Agreement with three of the four mobilehome park owners will expire at the end of December. Staff, with considerable input from the residents, has been negotiating with the owners concerning the terms and conditions for a new agreement. A new agreement, however, has not been reached and, rather than have the existing Agreement expire, thereby putting into play the City's Mobilehome Rent Stabilization Agreement, this Amendment would extend the term of the Agreement to March 31, 2007 in order to conclude negotiations. There will be no impact to the rent of any existing resident; any new resident (in 2007) would pay a small rent increase over what new residents paid in 2006. Honorable Mayor and Members of the City Council: BACKGROUND There are four mobilehome parks in the City of Pleasanton: Vineyard Villa, 3263 Vineyard Avenue (208 spaces); Hacienda Mobilehome Park, 3231 Vineyard Avenue (149 spaces); Fairview Trailer Park, 785 Rose Avenue (22 spaces); and the Pleasanton Mobilehome Park, 4202 Stanley Boulevard (32 spaces). Since 1988 the City has had agreements with the various mobilehome park owners to stabilize (some would say regulate) rents at the mobilehome parks. The current agreement was approved in 2001 and went into effect January 1,2002. It will expire at the end of this year. In addition, the City has adopted a Mobilehome Rent Stabilization Ordinance.
