<br />" <br /> <br /> <br />48 <br /> <br />I I <br /> <br />pLEASANTONo <br /> <br />'- <br /> <br />City Council <br />Staff Report <br /> <br />December 19,2006 <br />City Attorney <br /> <br />SUBJECT <br /> <br />FIRST AMENDMENT TO THE MOBILEHOME RENT <br />STABILIZATION AGREEMENT <br /> <br />STAFF RECOMMENDATION <br /> <br />Authorize the City Manager to sign the First Amendment. <br /> <br />SUMMARY <br /> <br />The City's Mobilehome Rent Stabilization Agreement with three of the <br />four mobilehome park owners will expire at the end of December. Staff, <br />with considerable input from the residents, has been negotiating with the <br />owners concerning the terms and conditions for a new agreement. A new <br />agreement, however, has not been reached and, rather than have the <br />existing Agreement expire, thereby putting into play the City's <br />Mobilehome Rent Stabilization Agreement, this Amendment would extend <br />the term of the Agreement to March 31, 2007 in order to conclude <br />negotiations. There will be no impact to the rent of any existing resident; <br />any new resident (in 2007) would pay a small rent increase over what new <br />residents paid in 2006. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />There are four mobilehome parks in the City of Pleasanton: Vineyard Villa, 3263 Vineyard <br />Avenue (208 spaces); Hacienda Mobilehome Park, 3231 Vineyard Avenue (149 spaces); <br />Fairview Trailer Park, 785 Rose Avenue (22 spaces); and the Pleasanton Mobilehome Park, 4202 <br />Stanley Boulevard (32 spaces). <br /> <br />Since 1988 the City has had agreements with the various mobilehome park owners to stabilize <br />(some would say regulate) rents at the mobilehome parks. The current agreement was approved <br />in 2001 and went into effect January 1,2002. It will expire at the end of this year. In addition, <br />the City has adopted a Mobilehome Rent Stabilization Ordinance. That ordinance was adopted <br />SR 06:291 <br />Page 1 <br />
