CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 92-189 RESOLUTION APPROVINGAM~N~ENTS TO THEALAMEDA COUNTY CONGESTION MANAGEMENT AGENCY JOINT POWERS AGREEMENT WHEREAS, the Alameda County Congestion Management Agency (CMA) was created pursuant to California Government Code Section 65089; and WHEREAS, a Joint Powers Agreement (JPA) dated February 20, 1991, defining the roles, purpose, objectives, responsibilities, powers and duties of the CMA was approved and executed by the Alameda County Board of Supervisors and the majority of the cities representing the majority of the population in the incorporated area of Alameda County; and WHEREAS, the Pleasanton City Council believes the voting distribution and membership composition should be revised to improve effectiveness. NOW, THEREFORE, THE CITY COUNCIL OF THECITY OF PLEASANTONRESOLVES AS FOLLOWS: Section 1: Approves the following amendments to the Alameda County Congestion Management Agency Joint Powers Agreement as follows: 1. Allow all Alameda County Transit Operators 'to become advisory members; Include as advisory members Metropolitan Transportation Commission (MTC), Bay Area Air Quality Management District (BAAQMD), and California Department of Transportation (Caltrans); Amend bylaws to specify that "advisory members" should be allowed to participate in all CMA Board discussions, be allowed to make motions, and be allowed to serve as voting members of subcommittees. Advisory members would not be allowed to vote on motions or actions by the CMA Board and would noG,. count ~owards a CMA Board quorum. Amend the voting shares to be one vote per 100,000 population which rounds to the nearest 50,000 population.
