CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 92-189 <br /> <br />RESOLUTION APPROVINGAM~N~ENTS TO THEALAMEDA <br />COUNTY CONGESTION MANAGEMENT AGENCY JOINT <br />POWERS AGREEMENT <br /> <br />WHEREAS, <br /> <br />the Alameda County Congestion Management Agency (CMA) was <br />created pursuant to California Government Code Section <br />65089; and <br /> <br />WHEREAS, <br /> <br />a Joint Powers Agreement (JPA) dated February 20, 1991, <br />defining the roles, purpose, objectives, <br />responsibilities, powers and duties of the CMA was <br />approved and executed by the Alameda County Board of <br />Supervisors and the majority of the cities representing <br />the majority of the population in the incorporated area <br />of Alameda County; and <br /> <br />WHEREAS, <br /> <br />the Pleasanton City Council believes the voting <br />distribution and membership composition should be revised <br />to improve effectiveness. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THECITY OF PLEASANTONRESOLVES <br />AS FOLLOWS: <br /> <br />Section 1: <br /> <br /> Approves the following amendments to the Alameda County <br />Congestion Management Agency Joint Powers Agreement as <br /> <br />follows: <br />1. <br /> <br />Allow all Alameda County Transit Operators 'to <br />become advisory members; <br /> <br />Include as advisory members Metropolitan <br />Transportation Commission (MTC), Bay Area Air <br />Quality Management District (BAAQMD), and <br />California Department of Transportation (Caltrans); <br /> <br />Amend bylaws to specify that "advisory members" <br />should be allowed to participate in all CMA Board <br />discussions, be allowed to make motions, and be <br />allowed to serve as voting members of <br />subcommittees. Advisory members would not be <br />allowed to vote on motions or actions by the CMA <br />Board and would noG,. count ~owards a CMA Board <br />quorum. <br /> <br />Amend the voting shares to be one vote per 100,000 <br />population which rounds to the nearest 50,000 <br />population. <br /> <br /> <br />
