<br />presented annually in conjunction with the Alameda County Fair Art Show. The award-winning <br />art piece is leased for a period of three (3) months, and displayed at City Hall. Public comment <br />is taken, with the Civic Arts Commission making a final recommendation to the City Council <br />regarding the potential purchase of the work. <br /> <br />On June 20, 2006, the Civic Arts Commission Award for Artistic Excellence selection <br />subcommittee chose "Bucket of Bolts," the work of Hayward Artist Ray L. McGinnis, as its <br />award recipient for 2006. <br /> <br />DISSUSSION <br /> <br />With the authorization of the Civic Arts Commission, "Bucket of Bolts" was displayed in the <br />entryway to the City Council Chamber for three (3) months, from August to October 2006. <br />Staff also prepared comment cards in order to solicit public input regarding the artwork. A total <br />of 20 cards were submitted during the review period, with 18 overwhelmingly in favor of the <br />painting. Comments included: "Great Piece! Buy it!" - "The whimsy almost makes this <br />junkyard a place I'd like to visit. . . please add me to Ray's list of buyers." - "The details of the <br />aged vehicles and the dark, earthy colors are magnificent. It is a very visually appealing <br />picture." - "I love it . . . especially 'Sparky' the guard dog!" Another antique car collector said <br />that it was stunning, and that it caught his attention from 50 feet away. <br /> <br />Two (2) cards could be considered negative. One called the painting "depressing." The other <br />advised the Commission not to spend more than $75 for it. The purchase price of "Bucket of <br />Bolts" is $2,200, as established by Mr. McGinnis. Funds for this acquisition are available from <br />the City's Pubic Art Acquisition Fund, and the Commission felt that the price was appropriate <br />for this particular piece. To date, no lease payment has been made to Mr. McGinnis; therefore, <br />he would be entitled to the full purchase price. <br /> <br />FISCAL IMPACT <br /> <br />Purchase price of the painting is $2,200, and funds are available in the City's Public Art <br />Acquisition Fund. <br /> <br />Respectfully Submitted, <br /> <br /> <br />()O-ve~~ <br />David P.
