o Description and map of the precise location of the project. <br /> <br />o Location of proposed street access and relationship to CMP roadway system. <br /> <br />o Description of types of uses in the project (e.g., single family dwelling units; low income senior <br /> housing units,etc.) <br /> <br />o Quantification of the uses, such as number of dwelling units, square feet of commercial use, number <br /> of jobs, etc. <br /> <br />o Traffic studies prepared for the project (if any). <br /> <br />o Expected occupancy date (year). If a multi-phase project, then the expected occupancy date for each <br /> phase <br /> <br />o Degree of completion (i.e., occupancy) by the CIP target year (year 2000). <br /> <br />Use of CMA Approved Subarea Models <br />A jurisdiction may use a CMA-approved subarea model to evaluate the impact of a subject GPA on the <br />CMP roadway system. A CMA approved subarea model is defined in theAlameda County CMA <br />Subarea Modelling Policy. If a jurisdiction elects to use a CMA approved subarea model they must (1) <br />notify (through written communication) the CMA that they intend to use the subarea model for the Tier <br />I Land Use Analysis Program and (2) complete Conformance Requirements 1 to 5 listed above. Note, <br />for Conformance Requirement 3, the jurisdiction (rather than the CMA) will test the subject GPA and <br />will provide the modelling data to the CMA within 14 days. <br /> <br />Exceptions <br />A GPA (that is estimated to generate 100 or more additional pm peak hour trips) is exempt from the <br />Tier I GPA Land Use Analysis Program if:. <br /> <br />1. it is adopted before August 1, 1992, and/or: <br />2. a Notice of Preparation for a Draft Environmental Impact Report or Negative Declaration for the <br /> subject GPA has been distributed for public comment before August 1, 1992. <br /> <br />As stated in the CMP legislation (Section 65089.3 (c) (5)), "traffic generated by the provision of low <br />and very low income housing" shall be excluded from the determination of conformance with LOS <br />standards. Therefore, vehicle trips generated by low or very low income housing may be discounted in <br />determining the LOS on the CMP roadway system. The method used and the discretion to subtract <br />these trips will be left to the jurisdictions. However, if a jurisdiction subtracts any trips generated from <br />low or very low income housing in the calculation of LOS,. it must provide written communication to <br />the CMA describing the type of housing and the methodology used to identify and subtract these trips. <br /> <br /> DRAFr <br />Tier I, GPA Land Use Guidelines <br /> Page 2 -- April 24, 1992 <br /> <br /> <br />
