Co <br /> <br />Formal: of A~,enda <br /> <br />The agenda for regular meetings shall ~,ciude, at a minimum, the following <br />s~ions: <br /> <br />1. Meetin~ Or>en to the Public <br /> <br />During the "Meeting Open to the Public" portion of a Council meeting, <br />any person may address the Council provided that the item (1) is of <br />interest to the public and is within the subject matter jurisdiction of the <br />Council and (2) is not otherwise on the agenda. <br /> <br />2. ¢onSent Calendar <br /> <br />Items listed under the Consent Calendar are those items that staff believes <br />will not require Council discu~on and am murine in content. These <br />include second readings pf ordinances that were unanimously approved by <br />the Council. <br /> <br />Any consent item may be removed from the consent calendar with Counc/l <br />approval and moved to another portion of the agenda for discuss/on._ <br /> <br />3. Public Hearings <br /> <br />Items requiring a public hearing will be published in a local newspaper and <br />those items related to planning issue..s will be mailed to property owners as <br />provided by ordinance. <br /> <br />4. Items Init/at_ed by Council for Discussion/Action <br /> <br />The purpose of the Matters Initiated by Council Members section of the <br />agenda is to allow Council members to generally diSCuss issues and, if <br />necessary, to provide direction to staff or to direct the City Manager to <br />schedule items on subsequent agenc~a~ with staff repons for Council action. <br /> <br />When a Council member simply desires to discuss an issue with the <br />Council, it shall be the responsibility of the Council member to ensure that <br />the issue is placed on Matters Initiated by Council Members and described <br />in sufficient detail to meet the requirements of the Brown Act. The <br />Council member requesting that an item be placed on the agenda may have <br />the item withdrawn or postponed until the next regularly scheduled <br />meeting. <br /> <br />If the Council member wishes the Council to take action on the item, it <br />must be placed on the Matters Initiated by Council Members section of the <br />agenda with the benefit of a staff report and background information, <br />except as provided in Section V (G).
