ATTACHMENT <br />PROPOSED POLICY FOR ALLOCATING FUNDS AND FACILITIES <br /> TO HLrMAN SERVICE/CO~VIUN1TY SERVICE ORGANIZATIONS <br /> <br />A <br /> <br /> Allocating Funds <br /> <br /> 1. The City will allocate funds to nonprofit community service/human service agencies one time <br /> per year. <br /> <br /> 2. When the City identifies funds available to nonprofit/community service agencies, the City <br /> will advertise and make available a Request for Proposals identifying the funding guidelines. <br /> The guidelines will be determined by the Commission at the time the funds become available. <br /> <br /> 3. Proposals received will be reviewed by the Human Services Commission and a <br /> recommendation for funding prepared for Council review and action. <br /> <br />4, In general, the City will not provide' funds for basic ongoing operating budgets. <br /> <br />5. Agencies receiving funds will be required to provide a performance report(s) to the Human <br /> Services Commission. <br /> <br /> Policy Reuardlnu Leasin~ City Property to Community Nonorofit~ <br /> .. <br /> <br /> 1. A low market rate rent, based on the lessee assuming full utility costs, trash pick up, etc., <br /> shall be established for ail City owned facilities available for lease. <br /> <br />2. Lessee shall assume full responsibility for utility costs and trash pick up for facilities. <br /> <br />3. Lessee shall provide the City with liability insurance and hold the City harmless for liability <br /> claim originating on the premises. <br /> <br />4. Lessee may not sublease to other agencies or to individuals. <br /> <br />5. Leases shall be subject to annual review. <br /> <br />6. Should the City subsidize a lessee by assuming all or part of the low market rate or all or <br /> part of the utilities, that will be considered funding support to the operating budget, and the <br /> agency will be subject to the same reporting procedure as required of other agencies <br /> receiving City grant funds. <br /> <br />7. Should a City owned facility become available for lease, the City will notify nonprofit human <br /> service/community service agencies providing services to Pleasanton and allow all to apply. <br /> <br />8. Agencies considered for leasing City owned facilities shall be Tri-Valley nonprofit human <br /> service/community service agencies with at least 30 percent of services targeted to <br /> Pleasanton. <br /> <br />9. Selection of lessee will be based on need of the agency for low market rate facility and <br /> Pleasanton's need for the services to be provided. <br /> <br />(POUCY.HSC)-I <br /> <br /> <br />
