CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 92-116 RESOLUTION ADOPTING FISCAL YEAR 1992-93 APPROPRIATION LIMIT AND REVISING THE 1991-92 LIMIT WHEREAS, Article XIIIB of the State of California Constitution (Proposition 4 on.the November 6, 1979 ballot) requires that each year the governing body of each local agency establish its appropriation limit for the following year; and WHEREAS, WHEREAS, the 1991-92 appropriations limit was adopted on a provisional basis; and the City Council has determined that the 1991-92 limit should be increased by $303,422 to reflect the transfer of costs from Alameda County to the City based on the County's implementation of SB 2557; and WHEREAS, Proposition 111, passed by the voters in June of 1990, expands the choices for making annual adjustments to the appropriation limit based on various growth factors; and WHEREAS, the City Council has determined that the growth factors of (1) the percentage change in the city population, and (2) the percentage change in the local roll due to the addition of non-residential construction in the city will yield the highest net increase in the appropriation limit; and WHEREAS, selecting these growth factors and revising the 1991-92 limit will result in a new appropriations limit for 1992- 93 of $62,635,213. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1: The appropriation limit for fiscal year 1991-92 is revised from $59,858,337 to $60,161,759. Section 2: The Proposition 111 growth factors selected for 1992-93 are (1) the percentage change in the City population and (2) the percentage change in the local roll due to non- residential construction in the City. Section 3: The appropriation limit for fiscal year 1992-93 is $62,635,213.
