<br />ENVIRONMENTAL ASSESSMENT <br /> <br />This project is exempt from environmental review pursuant to the California Environmental <br />Quality Act (CEQA) sections 15301 (e)(I). Therefore, no environmental document <br />accompanies this report. <br /> <br />FISCAL IMPACT <br /> <br />The proposed project would have a negligible financial impact on the City. <br /> <br />CONCLUSION <br /> <br />Staff believes that the proposed project is well designed, aesthetically pleasing, and will blend in <br />well with the neighborhood that has a mix of architectural styles, massing, and heights. <br />Additionally, the project, with modifications, adheres to the Pleasanton Municipal Code <br />requirements and conforms to all site standards of the R-I-6,500 zoning district. <br /> <br />Staff understands the concerns ofthe Georgatos' in that the proposed second-story addition will <br />alter their views from the back of their house and that the proposed addition creates privacy <br />concerns. It is not uncommon that residential additions such as this generate neighborhood <br />issues when such changes affect conditions that residents enjoy and have grown accustomed to. <br />The City's goal, therefore, is to balance the rights of residents to add on to their homes so that <br />families can continue to grow and rernain in the neighborhood, with the rights of others in the <br />neighborhood to continue to enjoy their homes. Usually, compromises are necessary, and in this <br />case, staff appreciates the positive involvement of former Planning Commissioner Mary Roberts <br />and the willingness of the Knights, Georgatos', and Wensels to compromise on the issues. Staff <br />understands that other neighbors rnay continue to have concerns, but we feel that impacts to <br />these neighbors are more limited and will be addressed by the changes made to the plans. <br />Therefore, staff believes the project is supportable, as conditioned, and that this appeal, P AP-95, <br />should be approved, thereby approving the project. <br /> <br />Respectfully Submitted, <br /> <br /> <br />b~ <br /> <br /> <br />Director of Planning <br />and Community Development <br /> <br />~L~ <br /> <br />David P.
