<br />STAFF RECOMMENDATION: <br /> <br />Staff recommends that the City Council: <br /> <br />1. Approve the appeal, thereby upholding the Zoning Administrator's approval of the <br />proposed project; and <br /> <br />2. Adopt the attached draft resolution approving Case PADR-1472, subject to the <br />conditions listed in Exhibit B. <br /> <br />SUMMARY <br /> <br />At issue is whether an Administrative Design Review application to construct a first and second- <br />story addition to the Knights' home should be approved. Issues regarding the project include <br />loss of view, privacy, shadowing impacts, the compatibility of a second-story addition, and size <br />of the home. Staff believes that the proposed project is well designed, aesthetically pleasing, <br />will blend in well with the neighborhood, and meets the development standards for the R-l- <br />6,500 zoning district. In addition, the Knights and the two neighbors have reached an agreement <br />through the facilitation process, and staff believes that the concerns raised by other opposing <br />neighbors have been addressed and mitigated by the conditions of approval. Staff therefore <br />believes that the appeal should be upheld, thereby approving the Administrative Design Review. <br /> <br />Honorable Mayor and Members ofthe City Council: <br /> <br />BACKGROUND <br /> <br />On February 2, 2006, Peter Shutts, architect, submitted an application on behalf ofthe <br />homeowners, Stan and Stacey Knight, for Administrative Design Review approval to allow the <br />construction of an 180 square-foot covered patio, an approximately 292 square-foot first floor <br />addition on the rear, and an approximately 1,251 square-foot second-story addition over part of <br />the center and side of the existing 1,541 single-story residence located at 779 Mirador Court. <br />Pursuant to the Administrative Design Review process, staff notified the surrounding properties, <br />and in response to the notification, three neighbors expressed opposition to the additions and <br />requested a public hearing. <br /> <br />At staffs request, on February 15,2006, Dennis and Barbara Georgatos, 790 East Angela; Tim <br />Bennett, 784 East Angela; Ron Imperiale, 798 East Angela; Martha Wensel, 787 Mirador Court; <br />Stan and Stacey Knight, property owners of the subject property; and Peter Shutts, architect, met <br />in hope of reaching an agreement. However, an agreement could not be reached between the <br />two parties and a Zoning Administrator Hearing was scheduled.
