<br />r <br /> <br /> <br />6C <br /> <br />'- <br /> <br />~ <br /> <br />pLEASANTONc <br /> <br />City Council <br />Staff Report <br /> <br />November 7, 200~~e~er17,2QQe <br />City Manager <br /> <br />SUBJECT: REVIEW AND DISCUSS RESOLUTION AMENDING COMPENSATION FOR <br />CITY OF PLEASANTON MANAGEMENT AND CONFIDENTIAL EMPLOYEE <br />REPRESENTATIVES <br /> <br />RECOMMENDATION: <br /> <br />It is recommended that the City Council review and discuss proposed compensation adjustments <br />for management and confidential employees. <br /> <br />SUMMARY: <br /> <br />Annually the City Council and City Manager discuss compensation adjustments for management <br />and confidential employees. Unlike the labor groups (e.g., POA, IAFF and PCEA unions), the 55 <br />managers and eight confidential employees are not represented, serve at will and receive <br />annual compensation adjustments based on performance. The compensation pool available to <br />the City Manager for these adjustments is set by the City Council. <br /> <br />Unlike previous years, staff is introducing the proposed resolution amending compensation for <br />management and confidential employees in two steps. The first step is an introduction of the <br />matter at the October 17th City Council meeting, with no formal action being requested by staff. <br />The second step involves formal action at the November yth meeting. This provides an <br />opportunity for staff and City Council to openly discuss the matter in two sessions, rather than <br />just one. The thought here is to "sunshine" the proposed action during the first meeting and to <br />receive input from the City Council and/or public prior to formal action. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />The proposed attached resolution authorizes a 4.0% performance-based salary increase for City <br />of Pleasanton management and confidential employees. The entire group is comprised of <br />approximately 55 middle managers and department heads, who serve at will. The confidential <br />unit -- comprised of eight employees -- is distinguished by the confidential nature of the work <br />performed (e.g., payroll, human resources, etc.) and also serve at will. The at-will nature of <br />these positions means they serve at the pleasure of the City Manager and are not represented <br />by a formal bargaining group or union. The compensation of the City Manager and the City <br />Attorney is handled separately by the City Council and is not part of this recommendation. <br /> <br />06:253 <br /> <br />1 <br />
