<br />Urban Stormwater Construction Requirements: <br /> <br />102. The project developer shall submit a Stormwater Pollution Prevention Plan <br />(SWPPP) for review and approval by the City Engineer prior to issuance of build- <br />ing or grading permits. Failure to comply with the approved construction SWPPP <br />may result in the issuance of correction notices, citations or stop work order. The <br />following construction Best Management Practices (BMPs), as well as any other <br />applicable measure, shall be included in the SWPPP and implemented as approved <br />by the City. <br /> <br />103. The project developer and the homeowner after building occupancy is responsible <br />for implementing the following measures during all construction phases of the <br />project and the lots covered by this approval: <br /> <br />a. The project developer shall include erosion control/storm water quality <br />measures on the final grading plan which shall specifically address meas- <br />ures to prevent soil, dirt, and debris from entering the storm drain system. <br />Such measures may include, but are not limited to, hydroseeding, hay bales, <br />sandbags, and siltation fences and are subject to the review and approval of <br />the City Engineer and/or the Chief Building Official as applicable. The <br />project developer is responsible for ensuring that their contractors and sub- <br />contractors are aware of and implement these measures. <br /> <br />b. All graded lots shall be revegetated and stabilized after completion of grad- <br />ing, but in no case later than October ISth, The hydroseed mixture shall <br />consist of the following species and rate-of-cover: crimson clover (20.0 <br />lbs/acre), California poppy (3.0 lbs/acre), valley lupine (S.O lbs/acre), fare- <br />well-to-spring (2,0 Ibs/acre), and African daisy (2.0 Ibs/acre). The hy- <br />droseed mixture shall be specified on the subdivision's grading plans and <br />the building permit plans for review and approval by the Planning Director. <br /> <br />The hydroseeding shall be accomplished before September ISth and irri- <br />gated with a temporary irrigation system to ensure that the grasses are es- <br />tablished before October ISth. No grading shall occur between October ISth <br />and April ISth unless approved erosion control/storm water quality meas- <br />ures are in place, subject to the approval of City Engineer and/or the Chief <br />Building Official as applicable. Such measures shall be maintained until <br />such time as building construction begins, <br /> <br />c. Gather all construction debris on a regular basis and place it in a dumpster <br />or other container which is emptied or removed on a weekly basis. When <br />appropriate, use tarps on the ground to collect fallen debris or splatters that <br />could contribute to storm water runoff pollution. <br /> <br />SR 06:242 <br />Page 22 of24 <br />
