<br /> <br />6E <br /> <br />- <br /> <br />pLEASANTONc <br /> <br />City Council <br />Staff Report <br /> <br />October 17, 2006 <br />City Manager <br /> <br />SUBJECT <br /> <br />PROPOSED REVISIONS TO THE ORDINANCE SETTING THE <br />SALARIES FOR MAYOR AND COUNCIL <br /> <br />STAFF RECOMMENDATION <br /> <br />Introduce the attached ordinance to increase each Councilrnernber's salary <br />to $700, and the Mayor's salary to $800, and adopt the attached resolution <br />establishing a $200/rnonth car allowance for each Councilrnember and the <br />Mayor. <br /> <br />SUMMARY <br /> <br />State law permits a City Council to increase its salary by an amount no <br />more than 5% for each calendar year from the operative date of the last <br />adjustment in salary. The operative date of the last adjustment in Council's <br />salary was December 1990 when the salary was raised to $500/month. The <br />attached ordinance raises the salary to $700/month, half of what is allowed <br />under the law. The new salary would not be operative until the new <br />Council's term begins in December 2006. Because the Mayor's salary is <br />pegged to Council salary, the Mayor's salary would increase to <br />$800/month. In addition, in recognition of the frequent use of their cars for <br />City business, the attached resolution establishes a $200/month car <br />allowance. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Generally, city council salaries are determined by population. See Government Code, ~ 36516. <br />When the City's population reached 50,000 in 1989, Council adopted an ordinance raising its <br />salary to $500/month. See ~ 2.04.020, Pleasanton Municipal Code; Government Code, ~ <br />36516(a)(3). By ordinance, the Mayor's salary is $100 more per month than a councilmember's <br />salary.
