Staff has made an attempt to modifY the original draft guidelines to incorporate most of Mr. Dove's suggestions and concerns. The modified draft guidelines (dated July 2005) are attached for your reference and discussion. The guidelines retain the original organizational structure covering seven specific areas including neighborhood, building design, facility access, features to support aging in place, private/unit space, common areas and safety. Staff believes that the attached guidelines provide appropriate guidance to prospective developers of future senior housing projects. Although staff has made an attempt to incorporate most of the specific concerns expressed by Mr. Dove, it is important to note that many of these issues will be addressed as part of any plan review and building inspection process as they relate to building codes and planning requirements. Even with clear guidelines, it will still be necessary to work with any developer/operator to ensure that features are incorporated as appropriate to each individual development. Staff Recommendation Staff recommends the Commission discuss the attached revised senior housing guidelines and provide further direction to staff. If the Commission feels that the guidelines are appropriate, you may wish to forward a recommendation that they be adopted by the City Council as preferred features in any future senior housing development.
