Solar <br />Pleasanton Program <br />Scope of Work <br /> <br />September 12, 2006 <br /> <br />Scope of Work <br />Planning Activities for the <br />Solar Cities (Livermore & Pleasanton) Program <br /> <br />Objective: Spectrum Energy Inc., SEI (Contractor) will provide planning and program development <br />assistance to The City of Livermore and the City of Pleasanton to develop and implement a community- <br />wide solar development/commercialization/customer assistance program for each City, commonly <br />referred to as the Solar Cities Program (SCP), or the Solar Livermore Program (SLP) and the Solar <br />Pleasanton Program (SPP). This scope of work outlines the initial planning efforts to gather input and <br />consensus buy-in from local stakeholders, formulate a community-specific plan for various market <br />segments, identify local resources and needs, and design the implementation phase for the Solar Cities <br />Program. Options are also presented for expanding the planning process to surrounding communities. <br /> <br />SEI Team Planning & Design Approach: <br /> <br />It is important to start off with the understanding that a successful program needs to be developed and <br />implemented with the upfront, collaborative input and consensus buy-in of the various major <br />stakeholders affected by the Solar Cities Program. This would include the residents of the community, <br />City staff and officials, commercial property owners, new home developers, local architects, engineers, <br />design professionals, and the solar industry community. As lead planners, SEI will help to guide this <br />process, provide initial concepts and approaches, and flesh out program approaches as they are <br />developed. While SEt will provide well thought out and workable program approaches as starting <br />points, we will work with the stakeholders to develop and incorporate the ideas arising from the <br />stakeholders in the community as our main program focus. Therefore, any programmatic approaches <br />suggested here are preliminary starting points and are not substitutes for the input and guidance of the <br />stakeholders and City planners/officials. For maximum success, this must be Livermore's and <br />Pleasanton's program. <br /> <br />In the process of developing a custom designed and community-wide solar development, <br />commercialization, and customer assistance program oriented to Livermore and to Pleasaton, SEI <br />proposes a focus on five core market segments, each with a different emphasis to reflect their unique <br />needs and opportunities.
