The implementation plan will include elements consistent with Council direction such as
training for code officials, inspectors, etc.; outreach, marketing and information support for the
program including a website; review of market trends and incentive program changes; ongoing
evaluation of program; other support as needed. The attached MOU includes a copy of the
Scope of Work for more detail. Once the implementation plan is complete, staff will present it
to Council with more information and a funding request.

Other Cities' Participation
Staff has been in contact with staff from both Dublin and San Ramon but neither is quite ready
to commit to joining this effort at this time. However, Mr. Osbourne is open to adding them at a
later date. Using a regional name for the effort, such as Tri- Valley Solar, would make any
future additions seamless to the public.

FISCAL IMPACT

Entering into an MOU with the City of Livermore for the services described would require
funding of $20,000 for consulting fees and an estimated $5,000 for meeting and publicity costs.
Total cost for the project would not exceed $25,000. Council's Priorities for this project include
total funding of $250,000.

ATTACHMENTS

Attachment 1:

Memorandum of Understanding between City of Livermore and City of
Pleasanton which includes Spectrum Energy's Scope of Work

Respectfully Submitted,

~~

Administrative Services Director

CJm~~Ae~

David P.
