/' 4" ~ I I pLEASANTONc SUBJECT City Council Staff Report October 17, 2006 Administrative Services Department Approve Memorandum of Understanding with the City of Livermore for Development of Solar Energy Program STAFF RECOMMENDATION: SUMMARY Authorize City Manager to sign a Memorandum of Understanding (MOU) with the City of Livermore to develop ajoint Solar Energy Program. The current list of Council Priorities includes a goal of supporting "Environmental Awareness" and under that goal are a number of activities including one named "Photovoltaic Project" and defined as "pursue a public or private partnership for a photovoltaic project". On March 21, 2006, Council directed staff to explore opportunities for partnering with the City of Livermore to develop a Solar Energy Program. Attached is an MOU that describes the proposed partnership. Honorable Mayor and Members of the City Council: BACKGROUND The Council's work plan includes the goal of developing a "Photovoltaic Project" which is described as "pursue a public or private partnership for a photovoltaic project". On March 21, the City Council considered the following five options related to the "Photovoltaic Project": )> Option 1: )> Option 2: )> Option 3: )> Option 4: )> Option 5: SR 06:213 Invest in Demonstration Projects Increase support to GRID Alternatives Develop and implement a comprehensive assistance program targeting increased use of solar energy similar in breadth to Solar Sebastopol. Create a community awareness effort and marketing campaign focused on getting information out to the Pleasanton community. Create City incentives to support photovoltaic projects.
