Mr. Swift presented the staff report recommending the Planning Commission find the Draft <br />Capital Improvement Program, as a whole and as individual projects, is consistent with the <br />General Plan; and that the Commission recommend as the priorities for funding those <br />projects identified in the Draft Program. He advised that Assistant City Manager Steven <br /> <br />Bocian and Assistant Director of Public Works Roger Higdon were present to respond to <br />questions. <br /> <br />In response to Commissioner Hovingh's question, Mr. Higdon advised that a computer <br />software program is utilized to rate and prioritize reconstruction and maintenance needs. <br /> <br />Commissioner Wright asked for clarification regarding the fire track for the Presley, Garms, <br />and Moiler developments which is shown as 'funded* in the report. Mr. I-Iigdon advised <br />that the truck will not be purchased until funds are actually received. <br /> <br />Commissioner Horan expressed concern about the 1992-93 revenue projections and the large <br />reserve and questioned whether reserves build up in areas. Mr.. Bocian explained that <br />reserves result primarily from beginning balances and that funding comes from those <br />reserves. Mr. Bocian advised that the City has recently instituted a water replacement fund <br />and also a sewer fund program. <br /> <br />Commissioner Horan asked a number of questions related to the accounting aspects of the. <br />Capital Improvement Program. <br /> <br />Commissioner Michelotti asked if the General Fund contribution on page 6 is consistent with <br />~ous experience. Mr. Bocian stated that the General Fund transfer has been reduced, but <br />reflects the Gen~ Fund money that has been needed in the past. <br /> <br />Commissioner Horan stated that he would like to see the expenditure of funds for the Arroyo <br />Trail System to be coordinated with the priorities established txy the Centennial Committee, <br />which recommend the trail begin near the Pleasanton Hotel and Cheese Factory. <br /> <br />Mr. Swift responded to Commissioner McGuirk's question regarding how numbers are <br />calculated for determining revenue resulting from construction activity stating they are based <br />on a modified scenario. <br /> <br />Commissioner Mahem aslaxi about the plan for Main Street, Mr. Higdon advised that funds <br />have been allocated for the street reconslruction project as if there were no Task Force. He <br />added that on May 6 a presentation will be made to the Design Review Board on the Task <br />Force's proposal and this will include information related to costs. <br /> <br />Commissioner Hovingh expressed concern about unknown additional costs that may be <br />associated with inst~lling the sewer line on Main Street and about closing the street for a <br />long time.
