<br />,- <br /> <br /> <br />68 <br /> <br />mn <br />- ... <br />pLfASANTONo <br /> <br />City Council <br />Staff Report <br /> <br />October 3, 2006 <br />Assistant City Manager <br /> <br />SUBJECT <br /> <br />AUTHORIZATION TO CONDUCT A DEVELOPMENT REVIEW <br />FOR A "SHARKS ICE" FACILITY ON CITY OWNED LAND <br />LOCATED IN STAPLES RANCH <br /> <br />STAFF RECOMMENDATION <br /> <br />Authorize staff to conduct a development review for the proposed project. <br />Development review will include project financing, facility design and <br />access including parking, facility placement on the site, program services, <br />land leases and uses for the remainder of the City park. <br /> <br />SUMMARY <br /> <br />The City has received a conceptual proposal from an affiliate of the San <br />Jose Sharks to jointly develop a community oriented "Sharks Ice" <br />recreational ice rink on the 17 -acre site designated for the City park as part <br />of the Staples Ranch Memorandum of Understanding (MOD). The facility <br />is not a training or game facility for the San Jose Sharks. Rather, as <br />indicated, it is a community based recreational facility facilitating and <br />promoting indoor ice skating activities. The City has not yet identified a <br />use of focus for the park site. As a result, timing is appropriate to review <br />this potential use and park planning. This report outlines issues and <br />opportunities related to this development. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />In April 2006 the City Council approved a Memorandum of Understanding (MOU) with the <br />Alameda County Surplus Property Authority (SPA) to develop the 124-acre Staples Ranch site <br />located in northeast Pleasanton (See Exhibit A).
