<br />On-site Improvements <br /> <br />All public improvements required of this development have been completed and the <br />developer is requesting acceptance of these improvements. The development <br />constructed one new public street (Oak Creek Drive) and two private cul-de-sacs (Tosca <br />Court and River Rock Hill Road). The cul-de-sacs include a storm drain, sanitary <br />sewer, and water system piping within the street area, and public utility easements <br />serving this project. The storm drain system in the public street will be maintained by <br />the City, however, storm drainage within the private streets, and the drainage ditch on <br />the west side of the snake barrier fence, will be maintained by the Homeowners' <br />Association. The storm drain ditch running along the north side of the project within <br />the East Bay Regional Park District (EBRPD) property will be maintained by EBRPD. <br /> <br />The Homeowners' Association will maintain the private improvements such as silt <br />catchments area (located westerly of lot 6), the storm drain and drainage ditch along the <br />back and side of the lots (located westerly of lots 3,4 and 6 and between lots 3 and 4), <br />the landscaping along south-west side of a local creek and north-east of River Rock Hill <br />Road, and landscaping fronting Foothill Corridor. Additionally, the Homeowners' <br />Association will maintain a Whip Snake fence (and gate) located along the western <br />property line from the Tract's southerly boundary to Lemoine's driveway, and along <br />the west property line of lot 7. <br /> <br />Foothill Road Improvements <br /> <br />In addition to the work within the subdivision, Foothill Road was also widened along <br />the project frontage, including a deceleration lane for southbound traffic on Foothill <br />Road, a left turnl"U" turn lane for northbound traffic on Foothill Road, and a raised <br />landscaped median along the project frontage and approximately 170 linear feet <br />southerly of the project in accordance with the Interim Foothill Road Precise Alignment <br />Plan. The existing overhead utility lines along the Foothill Road frontage were also <br />undergrounded with this project. <br /> <br />RECOMMENDATION <br /> <br />The public improvements are ready for formal acceptance by the City and the developer <br />has posted the required one-year warranty bonds. Staff recommends that City Council <br />accept for formal maintenance, the public improvements for Tract 7176, Lemoine <br />Ranch Estates, which includes Oak Creek Drive, and the widening of Foothill Road, <br />including street lighting within these two public streets. Additionally, staff recommends <br />that City Council accept for formal maintenance, the water system and sewer system <br />within the two private cul-de-sacs (Tosca Court and River Rock Hill Road). <br />SR 06:228 <br />Page 2 of3 <br />
