However, the hours of construction will be limited to minimize any impact to sur- <br />rounding land uses. Therefore, this would be a less-than-signijicant-impact. <br /> <br />e) Figure VIII-4, Future (2010) Noise Contours, of the P1easanton General Plan', forecasts an am- <br />bient noise level for the site of between 55 dBA and 60 dBA for aircraft generated noise based <br />upon its distance - five miles - from the Livermore Municipal Airport. This noise level is con- <br />sidered to be "Normally Acceptable" for Residential, Hotels, and Motels by the Pleasanton Gen- <br />eral Plan (Table VIII-3, Land Use Compatibility for Community Noise Environment. However, <br />the Livermore Airport Master Plan anticipates that aircraft activity and associated noise levels <br />are projected to increase7. Studies have indicated that people will be generally annoyed by air- <br />craft noise at a lower average sound level than for other transportation sources - aircraft noise at <br />a given LON is more annoying than traffic noise at the same level. The Pleasanton General Plan <br />generally discourages residential developments where the exterior noise level due to aircraft <br />noise sources exceeds 55 dBA LON. However, the site is between the 55 dBA/60 dBA noise con- <br />tours. The Pleasanton General Plan will allow the project with the stipulation that the dwellings' <br />interior noise levels are controlled so that the maximum noise levels do not exceed 50 dBA LON <br />in bedrooms or 55 dBA LON in other rooms. Therefore, this would be a less-than-signijicant- <br />impact. <br /> <br />f) The subject site is located within approximately five miles from the Livermore Municipal Air- <br />port. This distance will not likely create significant noise impacts. Common construction prac- <br />tices can mitigate noise levels to a less-than-signijicant-impact. <br /> <br />8. POPULATION AND HOUSING <br /> <br />Environmental Setting <br /> <br />Over the past ten years, there have been several development projects proposed in this area, including <br />for constructed developments in the Stoneridge Drive Specific Plan Area to the north and northeast and <br />the Ironwood development by Ponderosa Homes to the southeast. The Lehman-Selway properties were <br />also part of the 34.5-acre prezoning approved by the City Council on Aprill, 1997 to the PUD - LDR <br />District reflecting the underlying land use designation of the Pleasanton General Plan. The site and sur- <br />rounding area has been considered for some time as a desired location for single-family residential de- <br />velopment. Build out of the area does not constitute direct or indirect growth inducing impacts for the <br />City of Pleasant on. <br /> <br />Standards of Significance <br /> <br />For purposes of this environmental document, an impact is considered significant if the proposed project <br />would: <br /> <br />. Induce substantial growth that is inconsistent with the approved land use plans in place; <br />.
