<br />· The notice did not mention all the proposed changes (e.g. porch roof). <br />· He expressed concern with the six-foot setback on the opposite side balcony, <br />although he acknowledged the affected neighbors do not have a problem with the <br />balcony. <br />· The project does not appear to fit with the Downtown Design Guidelines. <br />· Without a photo simulation, he feels that there is not a fair rendering of the <br />elevations that are proposed. <br /> <br />Ms. Decker requested Mr. Otto to explain the Floor Area Ratio calculation and notice <br />procedure. <br /> <br />Mr. Otto explained that the Floor Area Ratio is calculated by adding the total square <br />footage of the house including all floors, excluding garage area, divided by the lot <br />size. He also explained that the notices are limited by space, but we try to be as <br />descriptive as possible. He mentioned that porches are not considered in the FAR, <br />only enclosed spaces. <br /> <br />Mr. Boag stated his first concern was to make this project compatible with the <br />neighbors. <br /> <br />Ms. Decker asked Mr. Boag if any of his neighbors had concerns with construction <br />times. <br /> <br />Mr. Boag replied that none of his neighbors have mentioned construction times. <br /> <br />Ms. Decker mentioned that construction times have been an issue in other areas, so <br />she would like to add to condition #5 that the Planning Director has the right to <br />change the construction hours if complaints are made and or to expand house due to <br />weather conditions. <br /> <br />Mr. Heman clarified that he does not have privacy issues or concerns with the roof <br />height. <br /> <br />Mr. Decker mentioned to Mr. Hernan that she understands they have a good neighbor <br />relationship with the Boag's. She asked if they were not such good neighbors would <br />he still be in support of this project. <br /> <br />Mr. Hernan answered that his support is based on the elements of the project. He <br />mentioned his garage offers partial screening and that the windows are covered that <br />relate to the privacy issues.
