Honorable Mayor and Members of the City Council:

BACKGROUND

In accordance with project construction documents for the Pleasanton Veteran's Memorial
Building Renovation, continuous inspection of masonry construction, necessary welding, grout
and concrete testing, and soils testing must be done whenever this type of work is being
performed. The City generally enters into separate consultant contracts to provide engineering
shop drawing review and inspection services during the construction of certain projects, as the
City does not staff specialists in these areas. Staff is therefore recommending that an
engineering consultant be retained to assure conformance with the approved plans and
specifications for this project.

Consultant Selection Process

Staff solicited proposals from three (3) construction inspection firms that provide individuals
qualified in projects of this type. Proposals were received from BSK & Associates, ENGEO
Incorporated and Berioger Geotechnical Consultants. Staff determined that BSK & Associates
was best suited to provide the necessary inspection services. BSK & Associates is the same
firm that has provided similar inspection services for the newly constructed Fire Station #1.

Consultant Fee

A scope of work, which includes a fee estimate by task, was proposed by BSK & Associates.
Attached is a copy of the proposal that includes the scope of work. Compensation will be on a
time and materials basis, with a not-to-exceed amount of $27,925. It is in the City's best
interest to have BSK & Associates work directly for the City and coordinate their inspections
with those of the City's Construction Manager.

SR 06:230
