SUBJECT:

/'

41

\.

~

City Council
Staff Report

September 19, 2006
Public Works Department

AUTHORIZE THE EXECUTION OF A CHANGE ORDER TO HSR
GENERAL CONTRACTORS INC. FOR IMPORT OF FILL
MATERIAL FOR THE FUTURE BERNAL PARK SITE

STAFF RECOMMENDATION:

SUMMARY:

SR 06:229
Page I of3

Staff recommends that the City Council take the following action at the
meeting of September 19, 2006:

1. Authorize the Director of Public Works to execute a change order
with HSR General Engineering Contractors Inc. of Santa Clara,
California, in the amount of $105,000 for import soil for the future
Bernal Park site.

2. Authorize the transfer of funds from Bernal Park, Project CIP No.
007065, to the Bernal Creek Restoration Project, CIP No. 037049,
in the amount of $105,000.

As part of the future Bernal Community Park Sports Fields project, fIll
material (soil) will need to be imported to raise the site per the approved
concept plans. Typically, the cost of transporting and placement of fIll
material is in the order of $10 to $15 per cubic yard for moderately sized
earth-moving projects where fIll material must be imported to the site.
Staff had requested a quote from HSR Inc. to off-haul and place fIll at the
future park site as part of their ongoing work with the Bernal Creek
Restoration Project, which is currently under construction and in close
proximity to the Park site. HSR Inc. has quoted a price of $3.00 per
cubic yard for the transport and placement of 35,000 cubic yards of
uncompacted fIll, which provides for a potential cost savings of $245,000
for the Park project. Therefore, staff recommends that the City Council
authorize the above-requested transfer of funds and a change order with
HSR Inc. in the amount of $105,000.
